Districts that replace publisher courses with OER cut textbook spending sharply — but the honest accounting includes curation, printing, and the salaries behind the swap.

Open educational resources — openly licensed course materials that can be copied, adapted, and redistributed free of license fees — have moved from novelty to infrastructure in the decade since the US Department of Education's #GoOpen campaign put federal weight behind them in 2015. States including Utah, Washington, and others have built statewide OER programs, and whole-course alternatives now exist for most K-12 core subjects. Where do the savings actually come from?

Even with those lines included, well-run adoptions come out well ahead of publisher pricing over a cycle. The failure mode is pretending the lines don't exist: a district that adopts OER with no curation budget gets materials teachers don't trust, and teachers who don't trust materials quietly buy their own or fall back on old editions.

Who is OER right for — and wrong for?

OER works best where a district has curriculum leadership capacity and a stable teaching force, and where the subject has mature open courses — secondary math, science, and history are strongest. It struggles where teachers are new to the content and need the scaffolding a commercial program provides, where multilingual learner and special-education supports must be built rather than bundled, and in small districts with no staff to curate. A hybrid pattern is common and rational: OER for the courses where capacity exists, commercial adoption where it doesn't.

What about quality?

Quality varies more than publishers' catalogs and less than skeptics claim. Some of the most-used OER courses were developed with National Science Foundation funding or by state agencies with teacher review processes, and several carry ESSA-aligned evidence studies commissioned by their developers. The discipline is the same one ESSA evidence tiers impose everywhere: ask who built the material, who reviewed it, and what outcomes data exists. «Open» is a license, not a quality grade — in either direction.

What about the technology layer?

OER is files and licenses, not a platform, so districts pair it with an online repository or learning management system to deliver it. That pairing changes the cost math in a way worth naming: the LMS license the district already pays for becomes the delivery vehicle, and the OER adoption avoids a separate digital curriculum platform fee that publishers price in the same range as print. A district already running a modern LMS gets more of the OER savings; a district with aging infrastructure gets less, because adoption forces platform spending the publisher bundle would have bundled in.

Licensing discipline matters too. Openly licensed usually means Creative Commons, but the specific terms vary — some allow commercial adaptation, some forbid it, and some remix poorly with district-created content intended for resale to other districts. A one-page licensing policy, written before adoption rather than during a dispute, prevents most problems.

What has happened since the federal push?

The federal #GoOpen campaign wound down, but the infrastructure it seeded persisted: state repositories in Utah, Washington, and elsewhere; province-scale adoption experience in Canada; and university open-textbook programs that normalized the model for a generation of education leaders. Maintaining that credibility costs a modest curation investment. Against a consolidated publishing market, it is among the cheapest forms of leverage a curriculum office can hold.

What should the adoption plan look like?

Districts that report durable OER savings follow a similar sequence: pilot one course with volunteer teachers who help adapt it; budget curation and printing explicitly in year one; keep a comparison line in the budget showing publisher cost avoided, so the savings stay visible; and commit to the maintenance FTE, however small. The districts that skip the last step discover that free materials, unmanaged, cost teacher trust — which is more expensive than any textbook.
